Do anything he tells you to do, then do a few more missions, then he will appear again and tell you about Marine Resort. As in the first Mystery Dungeon, you will not be able to evolve until after the main storyline is over. Evolution takes place at Luminous Spring, however the disruptions in time have stopped anybody from being able to evolve there.
All Pokemon who can evolve now will appear in the list when you select Evolve at Luminous Spring. TO evolve your starters you finish the post-storyline which means defeating darkrai , and recruit Palkia by beating him a second time. After that, you evolve them like any other pokemon on your team. You have to beat all the event bosses which you can see when you start up the game the last one is darkrai then you have to recruit dailgia and palkia which then you can evolve.
Nothing evolves into Miltank. Doesn't evolve. Also does not evolve. No evolutions. Are you ready? Nothing evolves into Ho-Oh.
Wait until then to maximize possible moves for later forms to remember. Also, Combusken learns Mirror Move at level Blaziken can't learn this move. Mightyena can't learn this move. Zigzagoon finishes learning these moves at level 33, so wait for that level if you want Linoone to remember them.
You can't control this -- The only way to get one or the other is to recruit a new Wurmple and hope it evolves the way you want. Beautifly and Dustox hovers, unlike ealier forms. Lotad learns moves Lombre can't, and they both can learn moves that Ludicolo would otherwise never get. This should let Ludicolo remember all earlier forms' moves. Wait until Seedot hits level 43 and Nuzleaf hits level Seedot learns moves Nuzleaf can't, and they both can learn moves that Shiftry would otherwise never get.
Doing both will let Shiftry remember all earlier forms' moves. The last of these moves comes at level 47, so wait until then to allow Pelipper to remember those few moves. Gardevoir can't learn this move. Evolve early on both forms, and you'll miss it. Whichever one you wait for doesn't matter. Either choice or both will let Gallade remember all earlier forms' moves.

Ninjask hovers. Shedinja has ghost-like mobility. Nincada has none of this. It may be helpful to evolve to gain such mobility. Just one more favorite gummi, this one being a White Gummi, and evolution is sure to be possible. Nosepass finishes learning these moves at level 13, so wait for that level if you want Probopass to remember them. Probopass hovers, unlike Nosepass. Nothing evolves into Sableye. She isn't involved in evolution!
Sharpedo can't learn this move. Numel finishes learning these moves at level 51, so wait for that level if you want Camerupt to remember them. Nothing evolves into Spinda. Vibrava and Flygon hovers, unlike Trapinch.
Swablu finishes learning these moves at level 36, so wait for that level if you want Altaria to remember them. Swablu hovers, unlike Altaria. But where would the fun in that be? Nothing evolves into Lunatone.
Wait until level 30 if you want Milotic to remember those moves. Milotic is size 4, while Feebas is 1. Odd, but that's what it is. Not evolved. What else is new? Nothing evolves into Absol. Although, I should expect more of these things anyway! Heavy metal! Nothing evolves into Groudon. If you need a certain move, you need Doom Seeds handy just to go to a low enough level to gain it from level up.
Earlier forms will learn them before evolution to Empoleon is possible. It's a nice perk for evolving! Level up to 16 before evolving! Wait until Budew hits level 16 and Roselia hits level Budew learns moves Roselia can't, and they both can learn moves that Roserade would otherwise never get.
Doing both will let Roserade remember all earlier forms' moves. Just have a Sun Ribbon handy to evolve anytime. None of the Wormadam forms or Mothim learns this move, so recruited directly, won't have this move.
Mothim hovers, unlike Burmy or Wormadam. It may be helpful to evolve male Burmy for this mobility. Vespiquen won't learn this move, so recrited directly, won't have this move. Nothing evolves into Pachirisu. Lopunny can't learn this move by levels. Chimecho can't learn this move. Don't forget the Lunar Ribbon. Chimecho hovers, unlike Chingling. Neither Chansey or Blissey learns these moves. Wait until level 12 so these moves can always be remembered.
Nothing evolves into Chatot. The last of these moves comes at level 49, so wait until then to allow Snorlax to remember all those moves.
