When approaching an airport with pilot-controlled lighting at night, use the proper procedure to turn the lights on while crossing the final approach fix, and if possible, confirm their activation with ground personnel or another aircraft on the ground. Frequency planning and radio set up is required in many cases since as many as three frequencies may be involved: Approach, CTAF, and lighting activation frequency.

ICAO guidance requires that runway lighting shall not be operated if a runway is not in use for landing, take-off or taxiing purposes, unless such operation is required for runway inspection or maintenance purposes.
ATC are required to use whatever means are available to them to ensure that they are aware of any lighting system unserviceability so that appropriate notification action can be taken. Various other forms of runway lighting may also be provided, especially if the runway is used for aircraft movements in less than ILS Cat 1 conditions, which require both Low Visibility Procedures LVP and, in most cases, specific forms of additional lighting. It must be possible to adjust the intensity of runway lighting so as to be suitable for the full range of horizontal visibility and ambient light in which use of the runway is intended.
We always helped out by turning the system off after engine shutdown to keep the HVAC system off for a minimum amount of time. To turn the PCL system off we just keyed the mic 5 times again. There is so much information on here but the two parts a pilot is interested in for the lighting are first in yellow, then red. The yellow box tells the pilot what type of runway lighting pattern is available for each runway then right at the end it says CTAF.
This is also handy, as it is the same frequency they will be talking on when making their calls as they approach and operate around the airport.
